The mission of the Department of City Development (DCD) is to improve the quality of life in Milwaukee by guiding and promoting development that creates jobs, builds wealth and strengthens the urban environment, and at the same time respects equity, economy, and ecology.
To fulfill this mission we:

HOMEBUYER ASSISTANCE PROGRAM
-
The Homebuyer Assistance Program provides up to $20,000 to assist with the rehabilitation of City-owned foreclosed homes.
-
Neighborhood Improvement Development Corporation (NIDC) and its development partners also have a limited number of fully rehabilitated homes available for sale.

RENTAL REHABILITATION PROGRAM

The Rental Rehab program offers rehabilitation assistance to responsible investors who agree to rent to income-eligible tenants.

The property must be located in a Targeted Investment Neighborhood (TIN) and meet program standards when the rehabilitation is complete.

STRONG HOMES LOAN

The STRONG Homes Loan Program offers partially forgivable loans to homeowners throughout the City of Milwaukee.

Loans can be used to make emergency and essential home repairs and address building code orders.

Loans are repayable, with a deferred payment option available for homeowners who are low income and elderly or disabled.

Community Improvement Project (CIP) grants are available citywide in 2018
-
CIP grants are available up to $4,000 and require a dollar-for-dollar match
-
Grant activities should stimulate resident engagement and support sustainable projects within a small geographic area
